The first author [SIAM J. Numer. Anal. 45, No. 5, 2141--2176 (2007; Zbl 1158.65007), SIAM J. Numer. Anal. 46, No. 3, 1519--1553 (2008; Zbl 1189.42012)] extended Niederreiter's \((t,m,s)\)-nets and introduced so-called ``higher order nets''. Essential tools in finding such point sets (applicable in quasi-Monte Carlo) integration algorithms are propagation rules. In the present paper the authors extend a propagation rule of Blokh-Zyablov [\textit{È. L. Blokh} and \textit{V. V. Zyablov}, Probl. Peredachi Inform. 10, No. 3, 45--50 (1974; Zbl 0309.94030)] (originally introduced for linear codes) to higher order nets. This leads to constructions of new higher order nets of good quality.
