    For an integral homology class we have the notion of \(l^1\)-seminorm and of manifold seminorm. Note that with \(l^1\)-seminorm of an integral homology class, the authors refer to the (usual) real \(l^1\)-seminorm of the image of that class via the natural changing coefficient map. It is easily verified that the \(l^1\)-seminorm is always less or equal to the manifold seminorm. \textit{D. Crowley} and \textit{C. Löh} [``Functorial semi-norms on singular homology and (in)flexible manifolds'', (2012), \url{arXiv:1103.4139v2}] proved that the inequality is indeed an equality for any class in the \(n\)-dimensional integral homology of any topological space, with \(n\) different from \(3\). In this paper the authors approach the \(3\)-dimensional case, providing a lower estimate of the \(l^1\)-seminorm with respect to the manifold seminorm. The bound, which is a priori non optimal, is in terms of the simplicial volume of the Tomei \(3\)-manifold, which is computed finding the geometric decomposition into hyperbolic pieces. In the proof the authors realize any integral homology class as image of a disjoint union of pseudomanifolds, then they apply the desingularization technique provided by \textit{A. A. Gaifullin} [Russ. Math. Surv. 63, No. 3, 562--564 (2008); translation from Usp. Mat. Nauk 63, No. 3, 157--158 (2008; Zbl 1175.55002)]; [``Universal realisators for homology classes'', (2012), \url{arXiv:1201.4823v2}] to the first barycentric subdivision of each pseudomanifold. Given an oriented \(n\)-pseudomanifold with a regular coloring of the vertex set by \((n+1)\) colors, Gaifullin's desingularization guarantees the existence of a finite-degree map from a finite covering of the Tomei manifold to it.
