      Let \(N_{\mathrm{stab}}(T^2)\) be the collection of stable norms on the 2-dimensional torus and let \(N_+(\mathbb R^2)\) be the collection of strictly convex norms on \(\mathbb R^2\). \textit{V. Bangert} [Ergodic Theory Dyn. Syst. 10, No. 2, 263--286 (1990; Zbl 0676.53055); Calc. Var. Partial Differ. Equ. 2, No. 1, 49--63 (1994; Zbl 0794.58010)] showed that the stable norm associated to any Riemannian metric on the 2-torus is strictly convex so \(N_{\mathrm{stab}}(T^2)\subset N_+(\mathbb R^2)\). The authors show that \(N_{\mathrm{stab}}(T^2)\) is in fact a proper dense subset of \(N_+(\mathbb R^2)\). This result is used to derive results on the multiplicities which appear in the length spectrum of a 2-torus and in the simple length spectrum of a hyperbolic torus. The first section of the paper contains an introduction to the subject. The second section deals with constructing suitable stable norms. The third section treats multiplicities in the minimum marked spectrum of tori.
