      In 2009, \textit{P. Sarnak} proved that \N\[\N\zeta(1+it)\gg \frac{1}{(\log (|t|+2))^3} \N\]\Nfor all \(t\in \mathbb{R}\) using the \(\mathrm{GL}(2)\) Eisenstein series and sieve methods. This paper aims to eliminate the use of sieve methods in Sarnak's work [in: Contributions to automorphic forms, geometry, and number theory. Papers from the conference in honor of Joseph Shalika on the occasion of his 60th birthday, Johns Hopkins University, Baltimore, USA, 2002. Baltimore, MD: Johns Hopkins University Press. 719--732 (2004; Zbl 1088.11067)] and instead introduce a soft approach based on the theory of \(\mathrm{GL}(3)\) Eisenstein series. More precisely, the author shows that \N\[\N\zeta(1+it)\gg \frac{1}{(\log (|t|+2))^{9+\varepsilon}} \N\]\Nfor all \(t\in \mathbb{R}\), where \(\varepsilon>0\) is arbitrarily small and the implied constant depending at most on \(\varepsilon\) is computable.
