The Rees algebra of an ideal \(I\) in a commutative ring \(S\) is \(\mathcal R(I)=S[It]\). If \(S\) is a polynomial ring over a field and \(I\) is generated by elements of the same degree, then the generators of \(I\) define a rational map \(\Psi\) of projective spaces and \(\mathcal R\) is the bi-homogeneous coordinate ring of the graph of \(\Psi\). In any event, the Rees algebra of \(I\) gives valuable information about all of the powers of \(I\). To harvest this information, it is natural to find the ``defining equations'' of \(\mathcal R\); that is, to express \(\mathcal R\) as the quotient of a polynomial ring.\N\NLet \(I\) be a perfect ideal of grade two in the polynomial ring \(S=\pmb k[x_1,\dots,x_d]\), where \(\pmb k\) is a field. Many results have been established about \(\mathcal R(I)\) under the hypothesis that \(I\) satisfies the Artin-Nagata condition \(G_d\). (The Artin-Nagata condition \(G_s\) is an assumption on the local number of generators at various primes.) The first half of the paper under review focuses on ideals \(I\) which satisfy \(G_{d-1}\).\N\NThe ideals in the first half of the paper are torsion-free \(S\)-modules of projective dimension one and rank one. The second half of the paper considers torsion-free \(S\)-modules of projective dimension one and arbitrary rank.
