      The authors present a weighted \(L_{p}\)-theory for second-order parabolic partial differential equations defined on \(C^{1}\) domains. The principal coefficients are assumed to be measurable in the time variable and to have small bounded mean oscillations with respect to the space variables, while the lower order coefficients are allowed to be unbounded and to blow up near the boundary.
