As a joint generalization of symplectic and some orthogonal groups, a class of quasi-classical groups over finite fields is introduced in this paper. Such groups are defined as\N\[\N\textrm{QC}_n(\mathbb F_q,K^k):=\{P\in\textrm{GL}_n(\mathbb F_q)\,|\, PK^kP^T=K^k\},\N\]\Nwhere \(0\leq k<n\) and \(K\in \textrm{GL}_n(\mathbb F_q)\) is the permutation matrix cyclically permuting the standard basis of \(\mathbb F_q^n\).\N\NThe goal of the paper is to describe the structure of the groups \(\textrm{QC}_n(\mathbb F_q,K)\) when \(n\) is odd or when both \(n\) and \(q\) are even. Furthermore, as a generalization of self-dual normal bases of finite fields, the authors introduce the concept of \(k\)-Frobenius self-dual bases and shows that when \(n\) is odd, then any \(1\)-Frobenius self-dual bases basis of \(\mathbb F_{q^n}\) over \(\mathbb F_q\) is a self-dual normal basis of \(\mathbb F_{q^n}\), while the same statement is false when \(q\) is even and \(n\equiv 2\pmod 4\).
