Perturbation of frames serves as an important tool to recover information from the original data by overcoming some problems that it might have. The authors study the additive perturbations of bases or frames in finite-dimensional Hilbert spaces, which have not been studied before. They pose three problems and try to answer them. (1) How much can a frame be perturbed and still remain a frame? (2) How much does a frame need to be perturbed to become a tight frame? (3) How does a frame change when more vectors are added? Problem 2 is answered via Theorems 1.2 and 1.3. The authors obtain an upper bound on the norm of the perturbation in Theorem 1.2, and in Theorem 1.3, they get a tight frame by applying a finite number of perturbations. The proofs are very well-detailed and extensive. Section 4 deals with answering problems 1 and 3 via propositions 4.1 and 4.2. The corollaries in the section discuss the answers to these problems very well. Given a frame \(\{v_j\}\), what are the operators \(M\) for which \(\{Mv_j\}\) is a frame whose frame operator is a diagonal matrix? This question can also be approached from the perspective of additive perturbations: Given a frame \(\{v_j\}\), what are the perturbations \(\{d_j\}\) for which \(\{v_j+d_j\}\) is a frame whose frame operator is a diagonal matrix? The authors show a simple example 5.1 of a perturbation that transforms a frame in two dimensions into a frame with a diagonal frame operator.
