This work is devoted to the solvability analysis of the Cauchy problem for the incompressible Navier-Stokes equations in \(\mathbb R^2\times \mathbb T\) with the initial data whose vorticity \(\omega=\nabla \wedge u\) is supported on a curve, i.e. it is a vortex filament. The helical symmetry is a key property in that analysis, however this leads to necessity of considering merely local energy weak solutions due to the specific properties of the domain. Moreover, conservation of helical property for solutions with rough initial data is a delicate property whose proof needs subtle arguments. The main result is the global-in-time well-posedness of that initial value problem with helical initial data, and this is obtained without vanishing swirl assumptions and without size restrictions on the data. Suitable functional framework to show existence of solutions as fixed points of some operators consists of Morrey spaces, in particular \(M^{3/2}\). Another recent approach to the Navier-Stokes vortex filament problem is in [\textit{J. Bedrossian} et al., Commun. Pure Appl. Math. 76, No. 4, 685--787 (2023; Zbl 1529.35327)].
