The authors study the specialization of rational \(p\)-torsion points on the Neron model of an elliptic curve defined over a discretely valued field of characteristic \(p\). For \(p>3\), they present an exact criterion in terms of congruences for \(p\) modulo 12 and the Kodaira classification of reduction types for when such an elliptic curve with additive reduction contains a rational \(p\)-torsion point with non-zero specialization. They construct equations for the universal elliptic curve over the Igusa curve in characteristic \(p\), locally at a supersingular point, and give the reduction type of this curve. Finally, they study the problem in characteristic \(2\) and \(3\), which is more subtle. The paper contains a classification of twisted forms of \(\mu_p\) that might be of independent interest.
