    Let \(\Gamma\) be a finitely generated discrete subgroup of \(PSL(4,{\mathbb C})\) acting on \({\mathbb P}^3\). Assume that \(\Gamma\) leaves invariant a surface \(S\) and a curve \(C\) inside \(S\). It is shown that, with a few exceptions, \({\mathbb P}^3\) contains a semi-invariant plane, i.e., a plane which is left invariant by a subgroup \(\Gamma_0\) of finite index in \(\Gamma\). It is also shown that if \({\mathbb P}^3\) contains no semi-invariant planes, then the surface \(S\) is necessarily one of the following: a non-singular quadric, the tangential surface of a twisted cubic curve, or a cone over a non-singular conic. In each of the three cases, a geometric construction of a \(\Gamma\)-action without semi-invariant planes is explicitly~given.
