A new functional inequality of Hardy-Littlewood type for generalized rearrangement of functions is derived and proved. The derived inequality is then applied to obtain the quantitative stability results for evolution systems that essentially preserve the equimeasurability and suitable energy functional under minimal regularity assumptions on the perturbations. In particular, this new functional inequality is applied to a Vlasov-Poisson system to establish a quantitative control of the \(L^{1}\) norm of the perturbation by the relative Hamiltonian and rearrangements. Furthermore, the functional inequality is also applied to 2D-Euler systems and also provides quantitative stability results of a large class of steady-states to this system in a natural energy space. It is also proved that the stability results obtained can easily be derived under minimal regularity assumptions.
