      The boundary value problem \[ \epsilon^2 y_{xx}=F(y,x),\quad 0<x<1,\;y\in {\mathbb{R}}, 0<\varepsilon \ll 1,\tag{1.1} \] \[ y(0)=y^0, y(1)=y^1\tag{1.2} \] is investigated. It is assumed that the solution has a power-law boundary layer that occurs because the degenerate equation \(F(y,x)=0\) has multiple roots. Thus, the present paper deals with the boundary value problem (1.1), (1.2) with \(F_y(\varphi(x),x)=0\), where degeneration by two orders (from a second-order differential equation to a finite equation) occurs for \(\epsilon=0\). It is shown that a power-law boundary layer can arise in this case. An example of degeneration by one order is given, where a power-law boundary layer also arises.
