A fourth order partial differential equation, namely the bi-harmonic equation, is considered with mixed boundary conditions. It represents the state equation for an optimal control problem with control constraints. The Ciarlet-Raviart mixed finite element approximation is used. The necessary optimality conditions and a priori error estimates are obtained. A convergence rate of higher order than the usual one is demonstrated. Numerical experiments are presented.
