A boundary element method is developed for the Laplace equation with Dirichlet BCs in 3D domains using flat panels of diameter $h$ and correcting imposed BCs with a first-order Taylor expansion along panel normals. Coercivity and error estimates are obtained under regularity assumptions, showing an optimal order of convergence of $h^{k+1/2}$ for $P_k/P_{k-1}$ Dirichlet/flux spaces when the maximum normal offset is bounded by $h^2$.
