    Topological spaces have been generalized noncommutatively for decades. The algebraic generalization of topological space is locales, which have been generalized noncommutatively to quantales. The present paper should be viewed as a complement to [Commun. Algebra 36, No.~4, 1289--1300 (2008; Zbl 1144.18010)], where the same authors have constructed structure sheaves over noncommutative topologies by using localization techniques with respect to torsion theories. In this paper they show that the abstract sheaves constructed there may be constructed through the more down-to-earth local-to-global techniques. It should be stressed that the authors's approach is radically different from \textit{F. Borceux} and \textit{G. van den Bossche} [Order 3, 61--87 (1986; Zbl 0595.18003)].
