Let \(\gamma(u, t) : S^1 \times I \to\mathbb R^2\) be a evolving curve. Let \(k = k(t), L = L(t)\) be the curvature and the length of the curve \(\gamma(t)\), and \(\alpha(t) = 1/L\int^L_0 \frac1k ds\). Let \(N = N (t)\) be the inward pointing unit normal vector to \(\gamma(t)\). The paper investigates the evolving curve \(\gamma(t)\) satisfying the following equation: \[ \frac{\partial \gamma(t)}{ \partial t} = (\alpha(t)- \frac1k )N.\tag{\(*\)} \] The main result of this paper is to prove the following theorem: Suppose \(\gamma(u, 0)\) is strictly convex, then the problem (\(*\)) has a unique global solution. Furthermore, the non-local curve flow (\(*\)) preserves the area enclosed by the evolving curve and keeps the strict convexity under the evolution process. Moreover, \(\gamma(t)\) converges to a circle in \(C^\infty\) as \(t \to \infty\).
