      The author studies the quantum mechanical scattering theory for the pair \(\{-\Delta, -\Delta+V\}\). It is assumed that \(V=V_{rad}+V_2+W_\varepsilon\), where \(\bullet\) \(V_{rad}\) is spherically symmetric such that \(V_1(x) \leq -\varepsilon_1 \langle x\rangle^{-\mu}, \mu\in(0,2)\); \(\bullet\) \(V_2\) is compactly supported and \(V_2 \in L^p({\mathbb R}^d)\), where \(p = 2\) if \(d = 1, 2, 3\) and \(p > d/2\) if \(d \geq 4\); \(\bullet\) \(W_\varepsilon\) is an smooth \(\varepsilon\)-small perturbation. From author's abstract: ``We introduce a stationary scattering theory for Schrödinger operators which is regular at zero energy. In particular, it is well-defined at this energy, and we use it to establish a characterization there of the set of generalized eigenfunctions in an appropriately adapted Besov space, generalizing parts of \textit{J. Dereziński} and \textit{E. Skibsted} [J. Funct. Anal. 257, No. 6, 1828--1920 (2009; Zbl 1180.81127)]. Principal tools include global solutions of the eikonal equation and strong radiation condition bounds.''
