The author studies a generalized fractional telegraph equation written as \( D_{0x}^{\alpha }D_{0y}^{\beta }u(x,y)+\lambda u(x,y)=f(x,y)\) and posed in the 2D domain \((0,a)\times (0,b)\). Here \(D_{0x}^{\alpha }\) is the fractional Riemann-Liouville integro-differentiation operator of order \(\alpha \) with origin \(0\) and with respect to the variable \(x\). \(D_{0x}^{\alpha }D_{0y}^{\beta }\) is the mixed derivation defined as \(D_{0x}^{\alpha }D_{0y}^{\beta }u=\frac{\partial ^{2}}{\partial x\partial y}D_{0x}^{\alpha -1}D_{0y}^{\beta -1}u\). The boundary condition \(\lim_{y\rightarrow 0}D_{0y}^{\beta -1}u(x,y)=\psi (x)\) (resp. \(\lim_{x\rightarrow 0}D_{0x}^{\alpha -1}u(x,y)=\varphi (y)\)) is imposed on the segment \(0<x<a\) (resp. \(0<y<b\)), where \(\varphi \) and \(\psi \) are given continuous functions. The first part of the main result of the paper is an existence result for a regular solution to this problem (the author gives a definition of this notion of regular solution). The author here further assumes regularity and a certain behaviour around 0 of the data \(f\), \(\varphi \) and \(\psi \) of the problem. The second part of the main result presents a structure of this regular solution using the data \(f\), \(\varphi \) and \(\psi \) of the problem and the Wright type function \(w(\xi ,\eta )=\xi ^{\alpha -1}\eta ^{\beta -1}\sum_{n=0}^{\infty }\frac{(-\lambda \xi ^{\alpha }\eta ^{\beta })^{n}}{ \Gamma (\alpha n+\alpha )\Gamma (\beta +\beta n)}\). For the proof, the author first derives properties of the Wright function \(w\) and then proves that the solution of the above problem has the desired form, using earlier results from [\textit{A. V. Pskhu}, Partial differential equations of fractional order. Moskva: Nauka (2005; Zbl 1193.35245)]. The proof ends with the verification that the expression of the regular solution is indeed a solution of the above problem. The author finally observes that when \(\alpha =\beta =1\) the above problem reduces to the telegraph problem and the Wright function reduces to the Bessel function \(J_{0}(2\sqrt{\lambda \xi \eta })\).
