    The author considers the pseudodifferential operators \[ T_{\sigma}(f, g)(x):=\iint \sigma (x, \xi, \eta)\hat f(\xi)\hat g(\eta)e^{2\pi ix\cdot (\xi+\eta)}\, d\xi\, d\eta , \, x\in\mathbb R^n, \, f, g\in S(\mathbb R^n), \] with symbols belonging to the bilinear Hörmander classes that are defined by the inequalities \[ |\partial^{\gamma}_x\partial^{\alpha}_{\xi}\partial^{\beta}_{\eta}\sigma(x, \xi, \eta)|\leq C_{\gamma, \alpha, \beta}(1+|\xi|+|\eta|)^{m+\delta|\gamma |-\rho(|\alpha|+|\beta|)}. \] Boundedness properties on the scales of Lizorkin-Triebel and Besov spaces of positive smoothness are proved for the cases \(\rho=\delta=1\) and \(0\leq\delta\leq\rho\leq1\), \(\delta<1\). In addition, it is established that boundedness estimates on Lebesgue spaces for all operators with symbols in a given Hörmander class implay Besov estimates for such operators. A related result is obtained for general bilinear multiplier operators, which is illustrated by the application to bilinear Hilbert transforms and Coifman-Meyer multipliers.
