    Let \(\Omega =G\times [0,2\pi]\), where \(G\subset {\mathbb{R}}^ 2\) is a bounded, simply connected domain. Suppose that \(\partial G\) is piecewise smooth and contains N incoming angle points i.e. the angle at every such point (from G side) is larger than \(\pi\). For a vector valued function u in \(\partial \Omega\) denote by \(u_{\tau},u_{\nu}\) the tangent and the normal part of u in points of \(\partial \Omega\), respectively. Define the subspaces of \(L^ 2(\Omega,{\mathbb{C}}^ 3)\) \[ J(\nu)=\{u\in C_ 0^{\infty}(\Omega),\quad div u=0\}^-\text{ the closure in } L^ 2(\Omega,{\mathbb{C}}^ 3), \] \[ J(\tau)=L^ 2(\Omega,{\mathbb{C}}^ 3)\theta \{u=\nabla \phi,\;\phi \in W^ 1_ 2(\Omega)\} \] Put \(D(\tau)=\{u\in J(\tau)\cap W^ 1_ 2(\Omega)\), \(u_{\tau}=0\}\), \(D(\nu)=J(\nu)\cap W^ 1_ 2(\Omega)\). The author studies symmetric operators \(R(\tau)\), \(R(\nu)\) and \(M=\begin{pmatrix} 0 & iR(\nu) \\ -iR(\tau) & 0\end{pmatrix}\), where \(R(\sigma)\) is given by rot on \(D(\sigma)\) \((\sigma =\tau,\nu)\) and M acts in \(H:=J(\tau)\oplus J(\nu)\). The decomposition \[ L^ 2(\Omega)=\oplus_{n\in {\mathbb{Z}}}\{u=u_ n(x)(2\pi)^{- 1/2}e^{inz},\quad u_ n\in L^ 2(G)\}=\oplus_{n\in {\mathbb{Z}}}L_ n \] reduces \(R(\sigma)\) and M i.e. \(R(\sigma)=\oplus_{n\in {\mathbb{Z}}}R_ n(\sigma)\), \(M=\oplus_{n\in {\mathbb{Z}}}M_ n\). These decompositions allow him to show that there exists a ``right'' selfadjoint extension of M (which in this case has the infinite defect indices). Namely it is shown a unique self-adjoint extension of M preserving its analytic form. The methods used in the paper rely on a detailed analysis of defect vectors of the ``strong'' operator \(-\Delta+n^ 2\) \((n\in {\mathbb{R}})\) in \(L^ 2(G)\).
