The construction of the semi-classical spectral series of differential (or pseudo-differential) operators H(-ih\(\partial /\partial q,q)\) for \(h\to 0\), in the frame of Maslov's theory, is connected with the existence on the corresponding hamiltonian systems H(p,q) in the phase space \({\mathbb{R}}^{2n}\) of the invariant isotropic submanifolds \(\Lambda\) : (dp \(dq)|_{\Lambda}=0\), dim \(\Lambda\) \(=k\leq n\). The problem of the existence of invariant complex germs for \(k>1\) is completely investigated only for so-called partial integrable hamiltonian systems. Moreover, in order to complete the theory of complex germs applicable to the spectral problem, there exist some general conditions on invariant isotropic submanifolds which are sufficient for semi-classical quantization. In the present paper, the author studies the realization of these general conditions for a well-defined class of hamiltonian systems, which do not have compulsory first integrals in the initial phase space \({\mathbb{R}}^{2n}\) but which admit a reduction to a certain surface in \({\mathbb{R}}^{2n}\) and have on this surface invariant isotropic submanifolds.
