      Let S be a family of \(C^ 1\) vector fields defined on a \(C^ 2\) manifold M, dim M\(=n\). The family has the accessiblity property if for each \(x\in M\) the set of points reachable from x has nonempty interior. The family is normally accessible if there exist \(X^ 1,...,X^ q\in S\) and positive \(t_ 1,...,t_ q\) such that if \(X^ i_ t\) is the local flow of the vector field X the map \((s_ 1,...,s_ q)\to X^ q_{s_ q}...X^ 1_{s_ 1}(x)\) has rank n at \((t_ 1,...,t_ q)\). The author proves that the accessibility property is equivalent to the normal accessiblity property. Using this result, he proves that the complete controllability is an open property in the fine \(C^ 0\) topology.
