A Riemannian manifold is called conformally flat if it is locally conformal to Euclidean space. The index of relative nullity of a submanifold in a point is the dimension of the second fundamental form's kernel. This article attempts to classify complete conformally flat submanifolds that are isometrically immersed into Euclidean space and have a positive index of relative nullity. The main results are: \begin{itemize} \item[(1)] If the index of relative nullity is at least two in every point, the manifold itself is flat and the immersed manifold is a cylinder over a flat submanifold. \item[(2)] If the scalar curvature is non-negative and the index of nullity is positive, then the isometric immersion is a cylinder over a submanifold with constant non-negative sectional curvature. \item[(3)] If the scalar curvature is non-zero and the index of relative nullity is equal to one, the isometric immersion is a cylinder over a submanifold of dimension \(n-1\) with constant, non-zero sectional curvature. \end{itemize} Abandoning completeness, a local characterization of the manifolds of the last case is also provided.
