The author shows that resolvable \(\mathrm{BIBD}(v,8,7)\) designs exist if \(v\) is divisible by \(8\) and not divisible by \(3, 5\) or \(7\). This is done using three direct constructions for the cases \(v\) congruent to \(8 \bmod 16\), \(16 \bmod 32\), and \(32\bmod 64\); and a recursive construction for \(v\) to \((v\) when \(3, 5\) or \(7\) do not divide \(v\). In the introduction the author gives an incomplete list of parameters for which the existence problem for resolvable BIBDs has been solved. She seems to be unaware of the results for \(\mathrm{RBIBD}(v,4,3)\) and \(\mathrm{RBIBD}(v,6,10)\) (see e.g. \textit{R. D. Baker} [Discrete Math. 44, 13--29 (1983; Zbl 0513.05013]).
