      Starting with the weak formulation of the Maxwell equations the author derives a variational principle for a certain class of boundary value problems i.e., for certain types of boundary conditions. The variational principle is equivalent, under certain conditions, to a minimum principle for the Laplace transform of the original problem. Also a dual principle, providing an extension of the complementary energy principle is obtained. The weak formulation of the boundary value problem for electromagnetic waves is used to generate operator equations for the polarization. This could be used for the study of scattering problems involving anisotropic media.
