    Let X be a Banach space and let A be the infinitesimal generator of the semigroup S(t) of class \(C_ 0\) with \(\| S(t)\| \leq \exp(\omega t),\) \(t\geq 0\), \(\omega\in R\). Suppose that the function \((t,x)\to F(t,x),\) \(x\in D(t)\), is continuous, \(D(t)\equiv D(F(t,\cdot))\) is such that \(t\to D(t)\) is closed and that for each t the operator \(x\to F(t,x)\) is dissipative. One proves that the subtangential condition \[ \lim \inf_{h\downarrow 0}h^{-1}dist(S(h)x+hF(t,x);D(t+h))=0,\quad for\quad all\quad t\geq 0\quad and\quad x\in D(t)\subset X, \] is necessary and sufficient for the existence of the mild solution to the equation \(x'=Ax+F(t,x).\) The previous results of this type are included here. An elementary method for proving the uniqueness is presented and applications to PDE are given.
