    Recently Enss' time dependent scattering theory had been successfully used to prove spectral properties and asymptotic completeness for the self adjoint \(h_ 0(P)+W_ s(Q,P)+W_ L(Q,P)\) on \(L^ 2(R^ n)\) where \(h_ 0\) is a real valued \(C^{\infty}\) function of at most polynomial growth on \(R^ n\) with \(h_ 0(\infty)=\infty\) and \(W_ s,W_ L\) are short range, long range perturbations respectively. In this note a similar theory is developed for the self adjoint operator \(h_ 0(P)+W_ s(Q,P)\) on \(L^ 2(R^ n)\) where \(h_ 0\) need not blow up at \(\infty\); more precisely we assume that \(i)\quad | \xi | \to^{\lim}\infty \{| h_ 0(\xi)| +| \nabla h_ 0(\xi)| \}=\infty\) and \(ii)\quad | D^{\alpha}h_ 0(\xi)| =0(1+| \nabla h_ 0(\xi)|)\) for each \(| \alpha | \leq 2.\) The theory is used to prove i) asymptotic completeness and ii) that eigenvalues can accumulate only at 0 for the operators \(P^ 2_ 1-P^ 2_ 2+(1+| Q|)^{-1-\epsilon}\) and \(P_ 1P_ 2+(1+| Q|)^{-1-\epsilon}\) on \(L^ 2(R^ 2)\).
