In studying probabilities on an algebraic structure (S,.) the most natural way is to consider Borel structures \({\mathfrak B}\) on S compatible with the algebraic structure. For semigroups (S,.) these are so-called Borel semigroups (S,.,\({\mathfrak B})\) defined without reference to topologies which are not necessary for probabilities. The structure of Borel semigroups is different to topological semigroups, and is studied in part 2 of the paper. Part 3 deals with measurable characters on Borel semigroups and the interrelation between ideals of (S,.) and semicharacters. An isomorphism proposition for measurable prime ideals of (S,.,\({\mathfrak B})\) and semicharacter semigroups is stated which is not analogous to topological semigroups. The last part considering probabilities on Borel semigroups is the most interesting. It is possible to define the support of a probability and invariant probabilities without reference to a topology. Four theorems are stated, for example the existence of kernels of semigroups from the existence of right invariant probabilities.
