Let \(\Omega \subset R^ n\) be a bounded, smooth domain, \(\Gamma\) a closed, smooth, (n-1)-dimensional surface in the interior of \(\Omega\) and V an open subset of the boundary \(\partial \Omega\). In \(\Omega\) we consider a properly elliptic differential operator L of arbitrary order with smooth coefficients. Let \(B_ 1,...,B_ m\) be a normal system of boundary operators on \(\partial \Omega\), which fulfils the classical roots condition. \(L_ V(\Gamma)\) denotes the space of the restrictions on \(\Gamma\) of the functions from \(L_ V(\Omega)=\{u:\quad Lu=0\quad in\quad \Omega,\quad B_ 1u|_{\partial \Omega}=...=B_ mu|_{\partial \Omega}=0\quad in\quad \partial \Omega \backslash V\}.\) Under the condition that the homogeneous problem \(Lu=0\) in \(\Omega\), \(B_ 1u|_{\partial \Omega}=...=B_ mu|_{\partial \Omega}=0\) has only the trivial solution, among other results it is proved that the space \(L_ V(\Gamma)\) is dense in the space \(W^{m- 1}(\Gamma)\) of the Whitney-Taylor fields of the order m-1, i.e., all derivatives up to the order m-1 can be uniformly approximated on \(\Gamma\). In part II of this work [Math. Nachr. 113, 225-235 (1983)] the last condition is omitted.
