      For \(\epsilon \geq 0\) and \(z\in {\mathbb{C}}\), let \(S_{\epsilon}(z)\) denote the scattering matrix for the problem \[ \begin{cases} u_{tt}(x,t)=\Delta u(x,t),&\text{ for } x\in {\mathbb{R}}^ 3\setminus \Omega \\ \epsilon(\partial u/\partial n)(x,t)+\sigma(x)u(x,t)=0,&\text{ for }x\in \partial \Omega \end{cases} \] where \(\Omega \subset {\mathbb{R}}^ 3\) is compact, \(\sigma(x)\geq \sigma_ 0>0\) and n is the inner unit normal on \(\partial \Omega\). It is known that \(S_{\epsilon}\) is holomorphic on Im \(z\leq 0\) and meromorphic on Im z\(>0.\) Let W be a compact subset of \({\mathbb{C}}\) and let \(z_ 1,...,z_ n\) be the poles of \(S_ 0\) in W. For 1\(\leq j\leq n\), the order of the pole \(z_ j\) is denoted by \(q_ j\). The main result shows that \(\exists A>0\) and \(M>0\) such that, for \(0\leq \epsilon<A\), all the poles of \(S_{\epsilon}\) in W lie in \(\cup^{n}_{j=1}\{z\in {\mathbb{C}}:\quad | z-z_ j|<\epsilon^{{1\over2}}Mq_ j\}\) and that there is also convergence of corresponding spectral projections as \(\epsilon \to 0\).
