[For part I, see ibid. 3, 65--79 (1984; Zbl 0538.49015).] This is a continuation of the author's investigation of optimization and sensitivity of solutions of nonlinear elliptic differential equations effected by control of the coefficients. The author derives the necessary conditions for optimality of the system and of the adjoint system. The set of admissible controls is not assumed to be convex. Constraints are of global type and are either equality or inequality constraints.
