Let \(\pi\) be a set of odd primes. A finite group G is said to be \(\pi\) - homogeneous if for every \(\pi\) -subgroup H of G, the group \(N_ G(H)/C_ G(H)\) is a \(\pi\) -group. Using the classification of the finite simple groups the authors prove that G is \(\pi\) -homogeneous iff it is \(\pi\) '-closed. As a corollary an affirmative answer to a problem of \textit{R. Baer} [Math. Z. 71, 454-457 (1959; Zbl 0092.024)] is obtained: If G is both \(\pi\) -homogeneous and \(\pi\) '-homogeneous then G is a direct product of a \(\pi\) -group and \(\pi\) '-group.
