      The flow of a simple fluid between vertical eccentric cylinders, rotating about different axes is solved using the domain perturbation method developed by Joseph and his collaborators [\textit{J. Yoo, D. D. Joseph} and \textit{G. S. Beavers}, J. Fluid Mech. 92, 529-590 (1979; Zbl 0411.76005]. The method is realized as a perturbation of the rest state in powers of the angular frequency, and the stresses are expanded in a series of kinematic Rivlin-Ericksen tensors. At the second order approximation secondary motions are generated by the eccentricity and only one material parameter, the climbing constant, is present. The whole procedure is developed for predicting the shape of the free surface on the fluid.
