    Many interesting works use a linear space which is equipped with two topologies, one contained in another. Manjul Gupta and N. R. Das, that is to say two of the three authors of this study, have employed a mixed convergence of a net in a locally convex space. By employing this mixed convergence of a net, they finally yielded the concept of bi-locally convex space and they have given the general and natural properties of these spaces. In this paper the three authors use a Schauder decomposition of a locally convex topological vector space, which gives rise to two natural locally convex topologies and finally gives rise to a bi-locally convex space, under suitable restrictions on the Schauder decomposition. Then they study the obtained bi-locally convex space and they apply the results of this study to vector-valued sequence spaces.
