    This paper provides new proofs based on recent results on zero sets by \textit{E. Walach} and the third author [Int. J. Control 35, 391-395 (1982; Zbl 0475.93026) and IEEE Trans. Circuits Syst. CAS-29, 15-23 (1982; Zbl 0468.93060)] to modified conditions for stability independent and dependent of delay of retarded and neutral type delay differential systems. The authors, in fact, extend and thus simplify, some of the equivalent conditions given earlier by \textit{J. P. Guiver} and \textit{N. K. Bose} to test: \[ (1)\quad Q(s,z)=\sum^{m_ 1}_{k=0}\sum^{m_ 2}_{r=0}a_{kr}s^ kz^ r\neq 0,\quad Res\geq 0,\quad | z| \leq 1, \] where Q(s,z) is the characteristic equation of the given delay differential system, \(z=e^{-hs}\) and \(h\geq 0\) is the unknown delay. E.g., the following is a generic modified equivalent condition to (1): (2) (i) \(Q(s,z)\neq 0\), \(Res=0,| z| =1\), (ii) \(Q(s,z)\neq 0\), \(| z| \leq 1\), \(s=s_ 0\ni Res_ 0=0\) and (iii) \(Q(s,z)\neq 0\), Res\(\geq 0\), \(z=z_ 0\ni | z_ 0| \leq 1.\) The simplification in (2) is that \(z_ 0\) is permitted to be anywhere in the closed unit disc rather than just on the unit disc, and choosing \(z_ 0=0\) is a major simplification of (iii) of (2). The authors also present a new test procedure (based on Resultant Method) to test (i) of (2), which is replaced by the set of two polynomial equations: (3) \(Q(s,z)=0\), \(z^{m_ 2}Q(-s,z^{-1})=0.\) If (3) has solutions such that \(Res_ 0=0\), \(| z_ 0| =1\), these can be used to obtain the intervals of the delay ''h'' for which the system is asymptotically stable. The usefulness and simplicity of the new test procedure are illustrated by numerical examples.
