Suppose (G,X) is a topological transformation group. If X is cohomologically locally connected over a ground ring J, then so is the orbit space X/G. Similarly, if X is acyclic (mod J) then so is X/G. These and other results of the same type are known to be true for a certain class of groups G. In this paper the author extends them to any finite dimensional compact group in the case when J is a field of characteristic zero and X is locally compact Hausdorff.
