    A bounded linear operator T on a Banach space X is decomposable in the sense of Foiaş if and only if it satisfies the conditions (\(\delta\)) and (\(\beta\)). Here (\(\delta\)) means that the local spectrum \(\sigma_ T(x)\) of any element \(x\in X\) may be decomposed: for any open cover \(\{\) U,V\(\}\) of the complex plane \({\mathbb{C}}\), there are elements y and z in X such that \(x=y+z\) and such that \(\sigma_ T(y)\subset U\) and \(\sigma_ T(z)\subset V\). The condition (\(\beta\)) means that for any open set G in \({\mathbb{C}}\) and for any sequence of analytic X-valued functions \(f_ n: G\to X\) for which \((T-\lambda)f_ n(\lambda)\to 0\), uniformly on compact subsets of G, we have that \(f_ n(\lambda)\to 0\) in the same topology. The conditions (\(\delta\)) and (\(\beta\)) are individually weaker than decomposability. We discuss these conditions for multipliers on semi- simple commutative Banach algebras. In contrast to the symmetry of (\(\delta\)) and (\(\beta\)) in the general theory, our results suggest that for mutipliers (\(\delta\)) is much more restrictive than (\(\beta\)), in some cases even equivalent to decomposability: it is shown that this equivalence holds for all uniform algebras and for all algebras with a bounded approximate identity. In particular, convolution operators on the group algebra of a locally compact abelian group are decomposable if and only if they have property (\(\delta\)). Moreover, for a measure \(\mu\) whose Fourier-Stieltjes transform vanishes at infinity in the dual group, (\(\delta\)) forces \(\mu\) to belong to all maximal ideals of the measure algebra which contain the group algebra. If G is compact and abelian, then (\(\delta\)) for a convolution operator T is equivalent to T being a Riesz operator, and this happens if and only if the spectrum of T is countable.
