Let S and T be inverse semigroups, where T is a semigroup of partial 1-1 mappings on a set I. Following \textit{C. H. Houghton} [Glasg. Math. J. 17, 77-82 (1976; Zbl 0338.20076)], the wreath product S Wr T (more precisely, S Wr(T,I)) is the set \(\{(\psi,\beta)\in^ IS\times T:\) dom \(\psi\) \(=dom \beta \}\), where \({}^ IS\) is the semigroup of partial functions of I into S under pointwise product, with the ``usual'' wreath product multiplication. Given varieties \({\mathcal U}\) and \({\mathcal V}\) of inverse semigroups, Wr(\({\mathcal U},{\mathcal V})\) is the variety of inverse semigroups generated by all wreath products S Wr(T,I), \(S\in {\mathcal U}\), \(T\in {\mathcal V}.\) The main result of the paper is a description of the fully invariant congruence associated with Wr(\({\mathcal U},{\mathcal V})\), on the free inverse semigroup on a countably infinite set of generators, in terms of the congruences associated with \({\mathcal U}\) and \({\mathcal V}\). Roughly speaking, two words u and v are related if and only if (i) their Schützenberger graphs with respect to \({\mathcal V}\) are the same (that is, isomorphic) and (ii) certain ``derived words'' for u and v, obtained from a new labelling of this graph, are related under the congruence associated with \({\mathcal U}\). The rest of the paper is devoted to consequences of this theorem and to other properties of the wreath product of varieties.
