A group G is called layer-finite, if the number of elements of any given order in G is finite. The author studies this condition in relation to the class of conjugately biprimitively finite groups, a generalization of the class of locally finite groups introduced by V. P. Shunkov. The main theorem, paraphrased slightly, states that if G is periodic and conjugately biprimitively finite, and if every locally soluble subgroup of G is layer-finite, then G is layer-finite (and is in particular locally normal). For locally finite groups, this follows since G has the minimal condition on p-subgroups for each prime p, and so is almost locally soluble, in virtue of the classification of finite simple groups or \textit{I. I. Pavlyuk}, \textit{A. A. Shafiro} and \textit{V. P. Shunkov} [Algebra Logika 13, 324-336 (1974; Zbl 0301.20022)]. The proof appears to rest on the techniques developed by Shunkov and his co-workers in their work on locally finite and biprimitively finite groups over the last 20 years or so.
