      For a map \(f: M\rightarrow N\) between Riemannian manifolds which minimizes the energy \(\int_ M|\nabla f|^ 2dV ol\), it is known that near a singularity, it converges strongly to an energy minimizing tangent map \(u: R^ n\rightarrow N\) which is homogeneous of degree 0. The author proves that when \(N\) is diffeomorphic to \(S^ 2\) and \(m=3\), the homogeneous extension of a harmonic map \(u\): \(S^ 2\rightarrow N\), \(deg(u)=\pm 1\), minimizes the energy if and only if \(\phi\) satisfies the condition \(\int_{S^ 2}|\nabla u(X)|^ 2XdX=0\) and such \(u\) is determined uniquely up to rotations.
