      An analogue of the Rees-Stinson theorem for embeddings of a Steiner system \(S(2,4,w)\) into \(S(2,4,v)\) [cf. \textit{R. Rees} and \textit{D. R. Stinson}, Util. Math. 35, 119--152 (1989; Zbl 0678.05009)] is proved here for index \(\lambda= 2\): A simple (i.e., with no repeated blocks) \(\text{BIBD}(w, 4,2)\) can be embedded into a simple \(\text{BIBD}(v, 4,2)\) if and only if \(v\geq 3w+1\), \(w\geq 7\), and \(v,w\equiv 1\pmod 3\).
