For a primitive Dirichlet character \(\chi\) modulo \(q\) let \(n_{\chi}\) denote the smallest natural number \(n\) such that \(\chi(n) \not = 1\). The author deals with the number \(S(Q,R)\) of moduli \(q \leq Q\) for which a primitive character \(\chi\) with conductor \(q\) exists such that \(n_{\chi} > R\). He proves the estimate \[ S(Q, (\log Q)^a) ~\ll~ Q^{1/(a-1)+ \varepsilon} \qquad \text{if } a>2. \]
