In this paper, authors study a stability criterion and an optimization method for stabilization of the delay systems. Then they describe a design procedure for a state observer and finally they derive a separation property for the observer-based controller of the delay systems. Using a separation property one can design the state feedback gain K by Algorithm 2 and the observer gain L by Algorithm 3 independently of one another. So this is an extension of the separation property for linear systems. This paper is the extension of the work done in the article [\textit{U. A. Bakshi} and \textit{M. V. Bakshi}, ``Modern control theory'', Tech. Pubs. Pune, Pune, India (2008)]. In my opinion, the authors should have highlighted the linear infinite delay system too. A number of practical systems are followed by an infinite delay. Also, what are the consequences if we consider the same theory for nonlinear delay systems? These questions are equally important for further study.
