The reviewed paper studied controllability problems for the heat equation on a half-axis. A necessary and sufficient condition for controllability in a given time T is obtained in terms of solvability of a Markov power moment problem. The considered problem is interesting and significant. Controllability and observability are two basic problems in the control theory. To obtain some controllability and observability criteria is the first step to investigate the performance of various types of systems. The heat conduction equation is an important physical equation with many applications. To discuss its controllability is very necessary. The obtained results can provide some theoretical guidance for its controller design. The derivation process is detailed. It would be better to add some more analysis details about simulation.
