The authors introduce the notion of rational singularities for a pair consisting of a scheme over a field of characteristic zero and a real power of an ideal of the structure sheaf. This is a generalization of usual rational singularities and an analogue of Kawamata log-terminal singularities for a pair. They show that it has good properties ``inversion of adjunction'', the inheritance of rationality by a dominant morphism and so on. On the other hand, there is a notion of \(F\)-rational singularities for the pair in positive characteristic case, which was introduced by means of Frobenius map. The authors shows that there is a good connection between rational pairs and \(F\)-rational pairs by using ``modulo \(p\) reduction''. They also show properties of \(F\)-rational singularities of pairs analogous to the rational singularities.
