An effective group action on a Hausdorff space is defined to be chaotic if it is topologically transitive and the finite orbits are dense. A condition \(C\) on a group \(G\) is given that is proved to characterize the existence of a chaotic action on \(\mathbb Q\) provided \(G\) is infinite. With respect to the abundance of such actions it is shown that there are \(2^{\aleph _0}\) distinct conjugacy classes of chaotic \(G\)-actions on \(\mathbb Q\) if \(G\) is a member of five particular classes of groups, e.g. if it is finitely generated infinite abelian. The latter result uses Sierpinski's characterization of \(\mathbb Q\) as a countable metrizable space without isolated points. Furthermore, condition \(C\) is discussed by offering an equivalent property and various examples.
