In 1999 \textit{A. I. Stipsicz} constructed a sequence of simply connected, minimal, symplectic \(4\)-manifolds \(C_n\) for which \(c_1^2(C_n)/\chi_h(C_n)\rightarrow 9\) as \(n\rightarrow\infty\) (the inequality \(c_162 \leq 9 \xi_h\) is the famous Bogomolov-Miyaoka-Yau (BMY) inequality established for complex surfaces of general type) [see Math. Res. Lett. 5, No. 6, 723--730 (1998; Zbl 0947.57032)]. In the present paper the authors generalize this result to arbitrary fundamental groups. The authors use this family ``to show that one cannot hope to get better estimates than the BMY inequality in finding a lower bound for the function \(f = \chi+ b\sigma\) on the class of all minimal symplectic \(4\)-manifolds with a given fundamental group''.
