      The paper aims to prove that the multidimensional kinetic equation of the Vlasov-Poisson-Fokker-Planck type, for a gas of charged particles in the external electric field, converges to a dissipative solution of the Euler equation for an incompressible liquid, in the limit of the zero (formal) dielectric permittivity and zero diffusivity. The proof is based on the relative-entropy method (which is frequently used for the existence of solutions to kinetic equations for a gas of charged particles in the external electrical field, in the quasi-neutral limit). Periodic square-integrable functions are assumed in the course of the proof.
