The authors obtain an almost complete solution to a problem posed by \textit{A.-L. Klaus} and \textit{C.-K. Li} [Linear Multilinear Algebra 38, 315--332 (1995; Zbl 0830.15023)]. Klaus and Li's problem, which arose during their investigations of isometries, was to relate the Frobenius (or Hilbert-Schmidt) norm of a matrix to various operator norms of that matrix. The methods applied are based on part I of this paper by \textit{B. Q. Feng} [Linear Algebra Appl. 374, 247--253 (2003; Zbl 1033.15021)] and on earlier work of \textit{A. Tonge} [Linear Algebra Appl. 306, 1--13 (2000; Zbl 0956.15013)], but utilize as a new ingredient some techniques developed by Hardy and Littlewood.
